Police report from September 28, 2026: A 13-year-old e-scooter rider and a 17-year-old light motorcycle rider sustained minor injuries in Spabrücken (Rhineland-Palatinate) on Sunday evening. According to the current status of the investigation, an evasive and braking maneuver occurred at an intersection; the police explicitly state that there was no direct collision between the two individuals. While recording the accident, they also determined that the e-scooter lacked the required insurance coverage.

The sequence of events known so far

According to the Bad Kreuznach Police Department, the accident occurred on September 27 at approximately 8:04 p.m. in the area of Huberstraße/Hauptstraße. According to the report, the 13-year-old initially stopped at the stop line. Subsequently, despite having a duty to yield, she rode into the intersection, noticed the light motorcycle rider who had the right of way, and braked again. She jumped off the scooter and fell. The 17-year-old initiated emergency braking, preventing a direct collision with the adolescent, but ran over the e-scooter and also fell.

According to the police, both sustained minor injuries. The light motorcycle suffered minor property damage; according to the report, the e-scooter remained undamaged. The report does not provide further details on the specific cause of the accident, technical characteristics of the vehicle, or potential legal proceedings. The description is based on the preliminary police findings, not a final assignment of fault.

Why age and insurance are important here

The Ordinance on Small Electric Vehicles (§ 3) only permits the operation of an e-scooter in public road traffic from the age of 14. According to the report, the rider was 13 years old. In addition, § 2 eKFV requires, among other things, an appropriate operating permit and a valid insurance sticker for operation on public roads. The police explicitly report a lack of the required insurance coverage for the vehicle used; we do not derive any unverified information regarding ownership or further violations from this.

For parents and owners, the practical check is clear: before riding on public traffic areas, the minimum age, documents for the specific e-scooter, and valid insurance must be verified. Similar questions regarding age and insurance have already arisen during school inspections in Bielefeld and an inspection in Heuerßen. These cases are independent of one another and do not represent a nationwide frequency rate.
