Police report for September 28, 2026: During a three-day enforcement operation in Salzgitter-Bad, the police initiated five criminal proceedings and recorded 46 administrative offenses related to e-scooters. Most of the aforementioned offenses involved riding in a pedestrian zone where it is not permitted and carrying a second passenger. The police did not disclose the total number of people or vehicles checked. Therefore, no violation rate can be derived from these figures.
What the police reported for September 21 to 23
According to the official statement from the Salzgitter police, the focus from September 21 to 23, 2026, was on e-scooter riders. They reported five criminal proceedings: two for driving without a license and three for suspected violations of the Compulsory Insurance Act. The report does not explain which vehicles or technical modifications led to the two proceedings concerning driving licenses. In principle, there is no driver’s license requirement for compliant personal light electric vehicles; the individual cases cannot be legally categorized based on this brief summary.
The police broke down the 46 reported administrative offenses as follows: 19 counts of riding in an unauthorized pedestrian zone, 11 counts of carrying an additional passenger, seven counts of ignoring a "no entry" sign, seven other violations, and two cases of invalid operating permits due to tuning. The sum of these categories is 46. However, it does not state whether multiple findings involved the same person. According to the police, an information booth at the marketplace saw about 25 conversations; this is also not a count of checks performed.
What riders can check in practice
The Personal Light Electric Vehicle Ordinance (Section 8) prohibits the transport of passengers on an e-scooter. The rules on traffic areas (Section 10) specify cycle lanes and, if these are absent, the road; other areas are only considered if specifically authorized. General authorization can be indicated by the supplementary sign "Elektrokleinstfahrzeuge frei" (personal light electric vehicles permitted); the authorities may also grant exceptions. On-site, the specific traffic signs and regulations are authoritative. In this case, the police specifically refer to an unauthorized zone.
For your own vehicle, it is worth checking the valid insurance, operating permit, and non-tampered technology before setting off. The police had already addressed these points in their announcement regarding the information booth. The two tuning findings in this report are not proof that tuning is particularly common in Salzgitter. We reported separately on technical modifications during a previous check in Elze; both operations are not statistically comparable.
