Ireland: Helmets and high-visibility clothing now mandatory for e-scooters

In the Republic of Ireland, e-scooter riders have been required to wear a securely fastened helmet and high-visibility clothing since September 4, 2026. The Irish Road Safety Authority (RSA) confirms this new mandate on its current information page. Anyone planning a trip with their own scooter should also check the Irish vehicle limits. This change does not automatically apply to Germany or Northern Ireland.
What already applies
According to the current RSA guidelines, the helmet must be securely fastened to the head. The high-visibility clothing must also be securely fastened and cover at least the front and back of the upper body. A vest that is merely carried does not meet this description.
- Start of the new protective mandate: September 4, 2026.
- Minimum age currently stated by the RSA: 16 years.
- Technical limits: maximum 400 watts continuous rated power, 20 km/h maximum design speed, and 25 kg vehicle weight including battery.
- Other basic rules: drive on the left, do not use sidewalks, and do not carry a second person.
The power figures refer to the continuous rated power. A highlighted peak power value in promotional material is not the correct figure for this comparison. Therefore, check the exact model version and its vehicle documentation.
18 years and 100 euros: Announcement is not enactment
Further measures are described in the announcement dated September 2 on the website of Minister for Transport Darragh O’Brien. Raising the minimum age from 16 to 18 was announced there as a proposal under the European TRIS procedure, with an intended introduction before the end of the year.
Higher fixed fines of 100 euros for e-scooter violations, as well as a separate 100-euro offense for missing a helmet or high-visibility clothing, were also announced as next steps. The announcement does not equate the timing of these changes with the start of the protective mandate. We could not confirm an currently applicable 100-euro fixed fine for this new offense based on the primary sources reviewed. Therefore, we list it here as an announced measure.
What travelers should check before departure
Our assessment: When planning a trip, three questions must be answered separately: Is the specific vehicle model permitted, does the rider meet the requirements, and is the prescribed equipment available? A suitable helmet alone does not answer the vehicle question.
Place your model's documentation next to the current requirements of the destination country. Especially with similarly named versions, weight, speed, or rated power may differ. Also, clarify the transport conditions for each leg of your journey with the respective transport company. Street usage and transport on trains are separate issues.
Our article on the new transport rules in Vienna shows how specifically such transport regulations can differ. Further selection criteria can be found in the e-scooter buying guide.
Note on this article: Source check as of September 12, 2026, regarding the Republic of Ireland. The basis is the linked RSA guidelines and the minister's announcement; announced changes are labeled as such. The current legal requirements remain decisive. No statement is made regarding the rules in Northern Ireland.
